A shocking case of student abuse has emerged at Chester Community Charter School in suburban Philadelphia, where 20 staff members face charges related to the physical mistreatment of young students. Delaware County District Attorney Jack Stollsteimer said the counts involve acts against 26 children in kindergarten through fifth grade. The allegations involve unapproved restraint techniques—including painful pressure point pinches, forced holds, and knee-to-back restraints—used on children in the school’s emotional support program.
Authorities say nine individuals directly engaged in abusive actions, while 11 others failed to report suspected mistreatment, despite being mandated reporters under state law. Many of the abusive incidents were captured on surveillance footage.
A staffing agency, Peak Performers Staffing, supplied some of the accused employees, though records show its staff lacked required training in crisis prevention techniques. The school has since terminated its contract with the agency and dismissed implicated employees.
